Description
The U.S. Department of Transportation's Volpe National Transportation Systems Center is conducting market research for multiple refurbished or used 50-foot standard railway boxcars. The boxcars must have a minimum 70-ton capacity, comply with applicable Association of American Railroads and Federal Railroad Administration requirements, and support the safe transport of ammunition and explosives. Refurbished cars must generally have wood floors and wood-lined steel walls, at least 30 years of remaining service life, AAR interchange compatibility, specified braking, truck, coupler, safety-appliance, painting, stenciling, inspection, testing, and quality-assurance features, with refurbishment performed by an AAR-qualified rail shop. Used cars must have functional major systems, operable doors, weathertight roofs, and compliant wheels, trucks, couplers, brakes, and safety appliances. Respondents must submit a detailed statement of capabilities addressing company qualifications, applicable certifications, prior government experience, boxcar descriptions and photographs, estimated unit pricing for orders of up to 500 cars, lead time, warranty coverage, and related technical information. Delivery would be by railroad to a CONUS U.S. Army rail base, with the final destination to be determined by the Government.
