Description

The Washington State Department of Transportation is soliciting proposals for two independently evaluated Roadway Toll Systems contracts: an Open Road Tolling contract covering single-point and express toll lane systems, and a Side-Fire contract beginning with a proof of concept. The work includes system design, hardware and software supply, installation, integration with the agency’s back-office and traffic-management systems, testing, transition from legacy systems where applicable, toll transaction and trip processing, and operations and maintenance. The systems must support transponder and image-based tolling, vehicle detection and classification, license-plate image capture and optical character recognition, dynamic or time-of-day rate assignment, cloud-based roadside management hosting, reporting, cybersecurity, backup and disaster recovery, digital video auditing, and maintenance monitoring. The Side-Fire proof of concept will use infrastructure-light roadside equipment without overhead equipment over live traffic and will include performance testing, operations during the proof-of-concept period, and decommissioning. The solicitation includes a 10-year operations and maintenance structure for facility work and anticipates future statewide facilities.
