Description

Wicomico County seeks qualified vendors to provide an in-person youth violence intervention program for at least 75 high-risk youth ages 12–24. Eligible participants may have prior justice-system involvement, group or gang affiliation, prior victimization, chronic absenteeism or school disengagement, probation or parole status, or recent suspension or expulsion. The program must provide education, deterrence efforts, direct mentoring, conflict mediation efforts or workshops, life-skills and anger-management group sessions, trauma-informed care, referral partnerships, and linkages to community resources. Services must be delivered in person in a safe and stable environment and must intentionally address racial and ethnic disparities, adverse childhood experiences, and trauma-informed practices. The estimated total funding available is $60,000, and Wicomico Partnership for Families and Children may select more than one provider. The contract period is July 1, 2026, through June 30, 2027. Proposals will be evaluated based on infrastructure, program design, performance projections, financial condition, experience, staffing, sustainability, recruitment, evidence-based practices, and available cash or in-kind match. Required submissions include a project narrative, proposal coversheet, budget form, performance projections, references, conflict-of-interest form, recent independent audit or alternative financial document, Certificate of Status when applicable, and specified portal responses.
