Description
The City of Surrey is seeking a qualified consultant to prepare a comprehensive and actionable Affordable Housing Plan for the short to medium term. The plan must address the supply, availability, preservation, and accessibility of affordable housing for low- and moderate-income households, including non-market housing, affordable rental housing, low-end market rental housing, and manufactured home parks. The work includes research synthesis, targeted engagement, evaluation of existing municipal housing policies, programs and regulatory tools, policy development, implementation planning, identification of responsibilities and timelines, and development of a monitoring and reporting framework. The consultant must build on existing City studies and initiatives, including the Housing Needs Report, without duplicating completed work.
