Description
The City of Grove City is seeking a consultant to conduct a citywide housing assessment and develop an implementation strategy. The study will analyze demographic and socioeconomic trends, housing inventory and market conditions, affordability and cost burden, current and future housing needs, and the effects of housing needs on schools, city services, transportation, facilities, and recreation. The consultant will recommend policies and strategies aligned with regional housing goals and local priorities. The scope includes a site visit, stakeholder meetings, public engagement through surveys and public meetings, bi-weekly meetings with Development Department staff, draft and final plan development, presentations to City Council, and a standalone infographic. Deliverables include print-ready PDF plan documents and appendices, editable source files, and GIS files for final maps. Proposers must describe their project team and provide at least three previous housing-study examples. All work is to be completed within 10 months, although final plan adoption may occur afterward.
