Description
The City of Franklin, Tennessee, Water Management Department is soliciting a laboratory contractor to provide wastewater treatment laboratory services for routine system operations. The scope includes industrial pretreatment sampling and testing; Water Reclamation Facility influent and effluent testing; biosolids testing; and river sampling at four points. The contractor must provide sampling labor, containers, preservatives, coolers, ice, composite samplers, calibrated flow meters, transportation, analyses, verification samples, reporting, and secure online access to at least 12 months of historical laboratory data. Results are generally due within 10 working days of sample receipt, with printed reports also required. The procurement is a requirements contract with a three-year term and two optional one-year extensions. Bidders must submit an all-inclusive estimated 12-month price and an itemized pricing explanation. Required submission materials include the electronic or paper Bid Submittal Form, service and included-goods description, warranty description, exceptions documentation if applicable, Standard Procurement Terms and Conditions with contact information, and the required notarized affidavits and Indemnification Agreement. The solicitation requires applicable laboratory certifications, licenses, permits, and insurance; a Certificate of Insurance is required before contract execution rather than with the bid. Subcontracting of service components is restricted and must be identified in the bid.
