Description
The State of Indiana is soliciting secured electronic bids from Public Works Certification Board-prequalified prime contractors in classification 1799.06, Oil Well Services, for plugging and abandoning selected orphan oil, gas, and Class II injection wells in Posey and Gibson Counties. The work includes site characterization, emissions quantification where leaks are present, vegetation clearing for equipment access, excavation of lined drainage or surface pits, casing and flowline removal, well plugging under applicable Indiana requirements, removal of associated equipment, site leveling and restoration to pre-drilling conditions, and completion of well-plugging reports and required documentation. No long-term soil or groundwater remediation or new construction is required. The project covers multiple identified well and fluid-storage locations and requires heavy equipment, trucks, cement, drilling, wireline, waste disposal, and related oil-field services. The specified construction period runs through December 31, 2027, with work to begin within 10 days after contract execution. Bidders must submit unit prices and a total lump-sum bid, perform at least 15% of the work with their own forces, and comply with Davis-Bacon wage requirements, Buy America requirements applicable to the grant-funded infrastructure work, and participation goals of 7% MBE, 5% WBE, and 3% IVOSB.
