Description
The Commonwealth of Kentucky, through the Finance and Administration Cabinet and Kentucky Division of Oil and Gas, is soliciting proposals to plug and reclaim eight orphan wells in Morgan County under the Kentucky Abandoned Storage Tank and Orphan Well Reclamation Program. Work includes site access and preparation, service-rig operations, downhole obstruction removal, cement plugging, casing cutoff, removal of wellhead equipment and aboveground production infrastructure, buried-line securing, contaminated-soil and fluid disposal, and site restoration. The contractor must provide qualified personnel, committed equipment, a detailed work plan, project history, and past-performance information. Reclamation must include grading, stabilization, seeding, drainage, erosion and sediment controls, and compliance with applicable Kentucky regulations, Davis-Bacon requirements, and federal Build America, Buy America requirements. The eight wells must be plugged within 180 days of contract award, with final acceptance requiring permanent vegetative cover and effective drainage for one year. A 5% bid guarantee is required, and the successful contractor must furnish separate 100% performance and payment bonds.
