Description
The County of Solano, Department of Resource Management, Public Works Division, is seeking bids for approximately 650 tons of Asphalt Emulsion Oil, specifically Polymer-Modified Rejuvenating Emulsions (PMRE). The county will accept emulsions using latex polymer, neoprene polymer, butadiene, or styrene copolymer, provided they meet specified parameters. Bidders are required to quote a price per ton delivered FOB to various locations within Solano County, with the price including the cost to spread the emulsion on the road surface. This is an estimated quantity, and the actual amount needed may vary. The contract type is Firm Fixed Price, issued as a Purchase Order. The initial period of performance is six months, from July 1, 2026, through June 30, 2027. The County reserves the right to extend the contract for two additional one-year terms, for a total of up to three years, subject to contractor performance and funding. Price adjustments may be negotiated prior to contract extension years. The contractor will be responsible for furnishing all labor, materials, equipment, and transportation necessary to provide, haul, and apply the PMRE chip seal oil. The County will provide all traffic control and perform other associated chip seal operations. Bids must be submitted electronically via the County's Procurement Portal by July 7, 2026.
