Description
The County of San Mateo is soliciting proposals from qualified contractors to conduct an evaluation of its Private Defender Program (PDP). The PDP, established in 1969, contracts with approximately 116 private attorneys to provide legal representation for indigent defendants in criminal cases, probate, conservatees, and dependency court matters. The selected contractor will assess the PDP's performance against national and state guidelines and best practices, and will be responsible for preparing a comprehensive written report detailing findings, methodology, and recommendations for improvement. The evaluation should cover areas such as independence and oversight, compliance with indigent representation standards, quality of defense, workload, adequacy of resources, funding sufficiency, management staffing, training, performance tracking, electronic case management systems, and capacity for implementing best practices and securing additional funding. Key deliverables include an evaluation plan and timeline, regular project updates, and a final written report. The anticipated contract award date is August 11, 2026, with the contractor's work expected to be completed by April 12, 2027.
