Description
The San Mateo County Sheriff's Office (SMCSO) is soliciting proposals for a secure, cloud-based, pre-employment background investigation software system. The objective is to enhance the efficiency, accuracy, and security of the background investigation process to ensure high-quality hiring decisions. The system must integrate seamlessly with SMCSO's current digital system and comply with relevant federal, state, and local regulations, including FCRA, EEO laws, CCPA, and CJIS standards. Key functionalities include automated background checks (criminal history, employment verification, education verification, reference checks), integration with national and state databases, a centralized applicant database with customizable workflows, multiple permission levels, unlimited storage, an electronic document management system, an intuitive user interface, and 24/7 customer support. The system must also include two-factor authentication and the ability to run customizable data reports. Implementation includes secure migration of existing data, configuration to meet POST regulations, and compatibility with various web browsers and operating systems. Training and ongoing support, including webinars, user manuals, and a train-the-trainer program, will be provided. The target start date for services is September 1, 2026.
