Description
The Texas Health and Human Services Commission is seeking competitive bids for mortality resources and services supporting mass-fatality management during public health emergencies and disasters. The contractor must maintain, store, rotate, deploy, tow, and maintain state-owned mortuary supplies, equipment, and four 32-foot mortuary trailers. Storage must be covered, well lit, secure, fenced, and located in a major Texas metropolitan area within 125 miles of Waco, excluding hurricane-vulnerable coastal areas. The contractor must maintain at least four strike teams, each with at least two licensed funeral directors and two knowledgeable non-licensed personnel. Services include mortuary technical assistance; human-remains processing, identification, transport, embalming, cremation, casketing, and reburial support; emergency deployment; preparedness outreach, training, and exercises; operational reporting; and trailer storage, licensing, preventive maintenance, and corrective maintenance. The initial contract term is January 1, 2027, through August 31, 2027, with up to three one-year renewals and a possible one-year extension. Historical spend for similar services was $269,485.68, but the solicitation provides no guaranteed volume, usage, or compensation.
