Description
The U.S. Fish and Wildlife Service is seeking a small-business contractor for firm-fixed-price, per-acre herbicide application to control more than 90% of Phragmites within designated polygons at Prime Hook National Wildlife Refuge and Bombay Hook National Wildlife Refuge. The work covers up to 1,025 acres: approximately 625 acres at Prime Hook and 400 acres at Bombay Hook. At Prime Hook, the contractor must provide the application and all chemicals; at Bombay Hook, the Government will provide the chemicals and the contractor will provide the application. The contractor must provide all labor, equipment, transportation, supplies, supervision, and related services; use Aqua Neat or an approved equal at the specified application rate; comply with applicable federal, state, and local regulations; and hold a current Delaware pesticide applicator license with an aquatic applicator endorsement. Relevant experience spraying tidal wetlands and the ability to distinguish Phragmites from native tidal vegetation are required. The quote must include a detailed capability and approach narrative, per-acre pricing for each refuge, and a grand total, submitted as one consolidated PDF of no more than 10 pages.
