Description
The Housing Authority of the City of New Britain is soliciting proposals from qualified law firms for comprehensive labor and employment legal services. The scope includes collective bargaining and labor relations, contract interpretation, grievances, mediation and arbitration, personnel and disciplinary matters, employment-law compliance, workplace investigations, administrative agency proceedings, employment litigation, wage-and-hour and leave issues, reasonable accommodations, workers’ compensation coordination, employment agreements, preventive legal review, policy development, management training, and advice to the Executive Director, management, and Board of Commissioners. The engagement is structured as a three-year fixed-fee contract with options for two additional one-year renewals. Proposers must submit firm and attorney qualifications, comparable public-sector experience, at least three public-sector references, technical information, a fee proposal, an affirmative-action policy or program, and certifications concerning professional eligibility and debarment. The selected counsel must maintain specified liability, automobile, workers’ compensation, and malpractice or errors-and-omissions insurance, and comply with equal employment opportunity, confidentiality, ethics, and conflict-of-interest requirements.
