Description
The Lower Loup Natural Resources District is seeking a qualified consultant to develop the Monroe Area Recharge Project. The work includes existing-conditions assessment; surface- and groundwater data inventory; recharge-site identification; hydrogeologic analysis and water-budget development; modeling of recharge performance and third-party impacts; conceptual, preliminary, and final design; monitoring recommendations; cost estimates; construction schedules; and preparation of final construction documents. The consultant will coordinate with the Loup Power District and relevant regulatory agencies, address Federal Energy Regulatory Commission requirements, prepare permit applications and environmental documentation, identify and potentially pursue grant funding, and develop operating and maintenance plans. Construction-phase services include assembling bid packages, responding to bidder questions, reviewing bids, recommending an award, and providing construction oversight and technical guidance. Proposals must include a detailed approach, estimated timeline, relevant experience and examples of similar projects, visual designs of similar work, past environmental and resource-management work, and a draft itemized budget.
