Description
The City of Virginia Beach is requesting a technology-neutral lead firm and supporting construction services team to plan and execute condition assessments of infrastructure owned by Public Utilities, with emphasis on linear and vertical assets. The work includes recommending and subcontracting appropriate condition-assessment technology vendors, obtaining required permits, developing and executing traffic control, exposing piping for external testing, creating launch and retrieval structures, obtaining pipe coupons, and installing appurtenances such as air vents and isolation valves. The selected team must demonstrate experience with condition assessment, utility system modifications, local permitting, prioritization of condition assessment and capital improvement projects, development of risk scores from collected condition data, and recommendations for replacement and rehabilitation. The lead firm must be technology-neutral and free of commercial alignments or interests that could compromise unbiased recommendations. The resulting analyses must support the Public Utilities asset-management strategy.
