Description
Volusia County is seeking a contractor to remove and process whole waste tires from Tomoka Farms Road Landfill in Port Orange and West Volusia Transfer Station in DeLand. The scope includes passenger, light-truck, tractor-trailer, and oversized tires, including rimmed and de-rimmed tires, with off-site recycling in accordance with Florida Administrative Code 62-701. The contractor must remove tires at least twice monthly or on an as-needed basis, provide transportation and processing, maintain required permits and registrations, and submit waste tire manifests with invoices. The County estimates approximately 2,000 tons annually but guarantees no quantity. Bidders must submit pricing per ton for oversized equipment tires and vehicle/truck tires, along with a procedures package describing transportation or acceptance methods, the processing system and end use, processing facilities and addresses, required permits and licenses, and environmental citations or violations from the past five years. The agreement is for an initial three-year term with two optional one-year renewals. Evaluation considers total cost, delivery capability, past performance, regulatory qualifications, and overall value.
