Description
The Joint Meeting of Essex and Union Counties is soliciting qualification statements from persons or firms licensed to practice law in New Jersey for special bond counsel services. The selected firm will represent the Joint Meeting in applications to the New Jersey Environmental Infrastructure Trust for financing capital projects; coordinate applications; advise the Joint Meeting and its financial advisor; prepare or review bond resolutions, trust indentures, bond ordinances, security agreements, and preliminary or final official statements; attend required meetings; and provide approving opinions concerning bonds and related agreements. Respondents must provide administrative, professional, financial, and organizational information, including an executive summary, executed letters of qualification and intent, ownership and organizational disclosures, affirmative-action compliance information, licenses, relevant experience and references, key-employee resumes, understanding of the Joint Meeting’s needs, and subcontracting information. Qualification statements must be submitted electronically through the designated procurement portal by the stated deadline; facsimile, email, and postal submissions are not accepted. The solicitation includes buyer-provided qualification and certification forms, several of which are required with the response, while certain affirmative-action evidence is required only after award and is excluded from the submission packet.
