Description
C-TRAN is seeking a qualified public-sector executive communication consultant to provide highly individualized, one-on-one coaching for one senior leader. The curriculum must address speech development, presentation structure and visual aids, executive presence and delivery, strategic and crisis communications, difficult conversations, and adapting communication styles to diverse audiences. Coaching should prepare the leader for council proceedings, board presentations, community meetings, public hearings, legislative briefings, and media engagements. The anticipated program is six months, with one in-person and one virtual session per month, and may be extended up to one year. In-person sessions will take place in Vancouver, Washington, and in-person instruction is preferred. Proposals must describe the technical approach, relevant assignments from the past five years, five client references, assessment methods, a front-loaded delivery timeline, and rates. Addendum 2 requires four separate Workday Strategic Sourcing uploads: a technical approach and solutions document, a qualifications and experience document, a project management and implementation document, and the completed Attachment B price form. The technical approach and price form are each limited to five pages. Attachment B requires hourly rates, a not-to-exceed total six-month curriculum cost for one senior leader, and an authorized signature.
