Description
The Virginia Department of Health is seeking qualified nongovernmental clinical service providers to expand access to preventive reproductive health care for vulnerable populations in Virginia. Required activities include testing for chlamydia, gonorrhea, syphilis, and HIV; treatment for chlamydia, gonorrhea, and syphilis; expedited partner therapy when appropriate; referrals for HIV treatment, case management, and wraparound support; STI and HIV prevention education; Pap tests; HPV tests; and HPV self-collection. Optional services include Doxy-PEP, PrEP, PEP, HPV vaccination, and follow-up care after abnormal cervical cancer screening. Eligible applicants include community health centers, nonprofit organizations, hospitals, hospital-based clinics, for-profit clinics, and group practices. Government entities are ineligible, funds may support only clinical operations in Virginia, and all required activities must be performed directly by the applicant without subcontracting. Proposals must include a signed cover sheet, a narrative addressing organizational capacity, project need, and work plan, a seven-month line-item budget and budget narrative, and three required attachments. The initial contract period is December 1, 2026, through June 30, 2027, with four potential one-year renewals. Proposals must be submitted as one PDF through Virginia's eVA procurement website; a second redacted electronic copy is required when proprietary or confidential information is included. Round 3 confirms the opportunity remains open, with the proposal deadline on October 22, 2026, at 2:00 PM Eastern Time.
