Description
The County of San Diego is soliciting proposals for comprehensive HIV prevention services for people who inject drugs throughout San Diego County. The contractor must provide HIV, HCV, and STI testing; linkage to HIV treatment, HCV care, STI care, PrEP, evidence-based harm-reduction services, and social supports; outreach in healthcare and nonhealthcare settings; data collection and reporting; quality management; and culturally responsive, trauma-informed service delivery. The program must meet specified outcome objectives for timely treatment and PrEP navigation, and funding may not be used for activities such as purchasing needles or syringes, large-scale social-media campaigns, legislative advocacy, or electronic health-record upgrades. The proposal must address program design, implementation, staffing, organizational experience, references, financial stability, accounting controls, litigation and compliance history, cultural and linguistic competency, and subcontractor or consultant use. Required submission materials include County forms, a cultural and linguistic diversity plan, technical and program responses, a completed payment schedule and proposed budget, proposed deliverables, acceptance of contract terms, and applicable confidential or proprietary information. The anticipated term is a 10-month initial period followed by four one-year option periods. Proposals must be submitted through BuyNet, with an alternate front-desk submission available if electronic submission is not possible.
