Description
The Metropolitan Government of Nashville and Davidson County is soliciting proposals for COBRA administration and compliance services, along with direct billing and premium collection for retirees, former or retired City Council members, and their dependents or survivors. The contractor will manage COBRA notices, elections, participant customer service, premium collection and remittance, annual enrollment distribution, carrier transactions, direct-pay billing, online and automatic payment options, and monthly and annual reporting. The scope also includes secure weekly data-feed processing through SFTP, HIPAA and HITECH compliance, implementation and transition without interruption of coverage, participant and agency portals or tools, annual ACA reporting support, archiving for at least seven years, disaster recovery, and detailed business-plan and service-capability responses. The solicitation requires separate cost, experience and qualifications, and business plan submissions, as well as completion of specified security, subcontractor, vendor, contract-acceptance, and affidavit materials.
