Description
The State of Tennessee, through the Department of General Services, is soliciting a Construction Manager/General Contractor to provide pre-construction consulting, scheduling, estimating, cost control, constructability review, risk management, and Guaranteed Maximum Price development, followed by general contracting and construction management services. The project includes a new Emergency Operations Center and administrative building with administrative space, breakout and conferencing rooms, and an auditorium; partial demolition and tie-in to an existing structure; a new 322-space, three-level parking garage; and related site work. The estimated GMP target is $199,050,000, with a 24-month construction duration beginning in Winter 2027/2028. The selected CM/GC will competitively procure and manage trade contractors, coordinate hazardous-material abatement performed by a State-approved vendor, manage site security and access requirements, and deliver the project within the approved cost and schedule. Add Alternates 1 and 2 are excluded from the GMP target and may be considered only if design savings are available. Responses require separate technical and cost submissions, with the technical response limited to 75 pages and the cost proposal submitted as a completed Excel workbook plus signed PDF.
