The Defense Logistics Agency Family and Morale, Welfare, and Recreation is soliciting multiple concessionaires to operate a portrait photography service at designated facilities at Defense Supply Center Richmond. Services include individual portraits and family sessions for DLA employees, military personnel, and authorized patrons, with the contractor providing all labor, equipment, materials, photography packages, and final products such as prints and digital files. Sessions must be coordinated through the Contracting Officer's Representative and approved by the applicable FMWR program managers. This is a revenue-generating concessionaire contract with a one-year base period and four one-year option periods. Customers pay through the FMWR point-of-sale system; reconciled gross revenue is split 20% to the Nonappropriated Fund Instrumentality and 80% to the contractor. Offerors must submit financial data, a concession operating plan, business experience and past-performance information, and descriptions and pricing for the photography packages offered. Personnel who may contact children must pass specified background investigations, and the contractor must maintain required insurance and installation-access compliance.
