Description
The California Department of Water Resources, Division of Engineering, is seeking a qualified firm to serve as the Independent Cost Estimator for the Kane Spring Habitat Restoration Project. The contractor will support the Department's Progressive Design-Build delivery model by independently preparing and reviewing cost estimates at design milestones, evaluating direct and indirect costs, reviewing Design-Builder Guaranteed Maximum Price proposals, and supporting price negotiations through final construction amendments. The scope also includes construction schedule development and analysis; risk identification, quantification, allocation, and mitigation support; review of design documents; constructability, means-and-methods, production-rate, procurement, subcontractor pricing, and value-related analyses; participation in workshops, meetings, site visits, and estimate reconciliation; and preparation of basis-of-estimate narratives and revised estimates. The estimated contract term is from contract execution, expected in spring 2027, through December 31, 2030. The stated contract amount is $1,000,000 to $10,000,000.
