Description
Texas State University is soliciting qualifications from a project management and consulting firm to conduct a comprehensive operational and efficiency review and process redesign of construction management practices across Texas State University, Sam Houston State University, and Lamar University. The work includes reviewing digital ecosystems, identifying processes and systems that add time or cost without sufficient value, streamlining planning through project closeout, benchmarking governance and planning practices, and reviewing staffing and organizational structures. The engagement also includes a forensic review of data flows among construction-management software systems, pay-application workflows, Board reporting integrity, payment, retainage, and project closeout processes. Respondents must address construction delivery methods, process-mapping and redesign tools, stakeholder interviews and focus groups, anticipated challenges and resolution methods, and relevant project experience. The response must include a statement of qualifications, team resumes and organization information, representative project experience, methodology, problem-resolution examples, references, a completed Execution of Offer, and a VetHUB Subcontracting Plan.
