The Sachse Economic Development Corporation, in coordination with the City of Sachse, is seeking statements of qualifications from experienced master developers to plan, entitle, finance, and deliver development on publicly owned land in the 5th Street District. The selected partner should demonstrate a record of delivering walkable mixed-use projects or small Texas downtowns and present a site vision and program consistent with the preferred Texas Downtown-scale concept. The preferred program includes two- to three-story buildings, a restaurant cluster and public park or common open space in the first phase, later mixed-use buildings, and surface and right-of-way parking. Respondents must demonstrate financial capacity, including documented equity, liquidity, lenders, and partners, and identify an execution team comprising a project manager, architect, civil engineer, landscape architect, retail recruitment and leasing lead, and general contractor. The RFQ seeks a preferred master developer or developers for exclusive negotiation; it does not award a construction contract, convey land, or commit a public participation amount.
