Description
The Casino Reinvestment Development Authority is soliciting proposals from qualified developers to acquire and develop three properties at 105 South California Avenue and 106 and 108 Albion Place in Atlantic City as one project; partial proposals will not be considered. The properties are located in the Resort Commercial zoning district and may support housing, retail, entertainment, residential, commercial, restaurant, or other permitted uses. The selected developer will be responsible for design or master planning, construction or rehabilitation, financing, leasing, marketing, property management, permitting, environmental due diligence, and project implementation. Proposals must include a development concept, design and site plans, financing and capital structure, a five-year pro forma cash-flow projection, business terms, respondent qualifications, two years of audited financial statements, financial references, and at least three references for projects of similar scope or land use. The proposal must address all three properties and use the required submission forms and proposal sections. A $250 registration fee and a refundable $1,000 administrative fee are required, with the administrative fee due before the primary proposal and a copy of the check uploaded to the portal. The highest property bid will receive precedence, but selection will also consider project quality, community impact, financing viability, economic impact, qualifications, and proposed schedule.
