Description
Sandoval County is soliciting proposals from experienced, registered individuals or firms to provide financial and municipal advisory services. The scope includes advice on county investments and deposits, investment of bond proceeds, debt planning and issuance, refunding and restructuring, market analysis, bond sales, credit enhancement, debt-service schedules, closing memoranda, and related financing documents. The advisor may also assist with capital improvement planning, financial plans, legislative matters, economic-development financing, and other fiscal issues. The advisor will routinely work with county leadership, finance staff, the Board of Finance, the Board of County Commissioners, bond counsel, and other officials, including attending meetings when requested and meeting personally with the Board of Finance at least quarterly. Offerors must demonstrate relevant government experience, provide at least three similar state or local government references from the past three years, hold the required municipal-advisor registrations and New Mexico licensing, and submit professional liability insurance. The proposal must include the required county forms, technical and cost proposals, preference documentation if applicable, and supporting insurance or surety documentation.
