Description
Cumberland County, North Carolina is soliciting proposals to fund two eligible organizations to provide birth doula services to uninsured and underinsured pregnant women in the county. The program aims to address maternal mortality and morbidity disparities, particularly among Black women and infants. Selected organizations will hire or contract with two certified birth doulas who will provide continuous labor support to at least 30 clients annually, with additional support for up to 8 more clients. Services include prenatal education, labor support, postpartum visits up to 12 months, referrals to social services, and data collection. The contract period is January 1, 2027, through December 31, 2027, with funding up to $95,000 per award. Proposals must include a project narrative, budget, and letters of support. The evaluation will consider statement of need, project description, data collection, equity impact, collaboration, experience, and budget. Addendum I clarifies that the project narrative remains subject to the 10-page limit, except for the budget narrative and letters of support; links to data for review may be included within the narrative page limit.
