Description
The Berkshire Regional Planning Commission, on behalf of the Berkshire Metropolitan Planning Organization and in collaboration with the Berkshire Regional Transit Authority, seeks a consultant to conduct a comprehensive analysis of existing fixed-route transit services and determine how low-ridership routes could be integrated with on-demand or microtransit service. The work includes demographic, socioeconomic, geographic, land-use, ridership, transportation-network, first/last-mile, and service-gap analyses; stakeholder and public outreach; and assessment of underserved and transportation-dependent populations. The selected consultant will develop phased implementation scenarios for microtransit in northern and central Berkshire County, including recommendations for service areas, operating hours, vehicles, equipment, staffing, insurance, licensing, technology compatibility with BRTA's ITS system, operating procedures, funding streams, projected ridership, costs, and revenues. Deliverables include a draft study report, a final document, maps and models, and an integrated fixed-route and microtransit implementation plan. The available budget is up to $155,000, and all work must be completed and invoiced before September 17, 2027.
