The Albany County Land Bank Corporation is seeking statements of qualifications from firms or individuals to provide professional historic preservation architectural and design services on an as-needed task-order basis for vacant historic structures owned or controlled by the Land Bank. Potential services include existing-condition assessments, measured drawings, historic structure reports, preservation and adaptive-reuse design, regulatory and historic-tax-credit submissions, stabilization and mothballing plans, cost estimating, bid support, construction administration, feasibility studies, stakeholder presentations, and grant-application support. Construction services are excluded and will be procured separately. The solicitation will establish a pre-qualified provider list with an initial two-year term from Board approval and optional one-year extensions for a total term not exceeding five years; inclusion does not guarantee work or compensation. Respondents must demonstrate appropriate New York architecture licensing, historic-preservation qualifications, and at least three relevant historic-building rehabilitation design projects. Submissions must include firm and team qualifications, regulatory-review experience, three to five past project examples, references, rates and fee information, required forms, and an MWBE/SDVOB utilization plan. Selected firms will execute a Master Services Agreement before receiving task orders.
