Description
The New York State Office for People With Developmental Disabilities is seeking an independent Certified Public Accounting firm licensed in New York to perform an annual compliance examination of the agency’s Consolidated Fiscal Report (CFR). The contractor must render an opinion regarding the reasonableness of reported costs, compliance with Generally Accepted Accounting Principles, and compliance with the cost principles in the Medicare Provider Reimbursement Manual, Publication 15. The engagement also supports Medicaid rate development, cost allocation, and related federal and state reporting requirements. The selected firm must meet specified independence and professional qualification requirements, including at least five years of professional auditing experience and the ability to provide New York-licensed CPAs. Work includes risk assessment, sampling and testing, analytical review, district-office site visits, secure information exchange, recurring status and findings reports, draft and final management letters, and a final independent accountant’s report. One contract is anticipated for a five-year term beginning November 1, 2027. The solicitation establishes a 30% MWBE goal, consisting of 17% MBE and 13% WBE, and a 6% SDVOB goal.
