Description
This is a market-analysis and source-sought notice, not a solicitation for contract award. The U.S. Army Corps of Engineers is requesting written comments from construction firms and labor unions regarding whether a project labor agreement would promote economy, efficiency, labor-management stability, and compliance for a future ecosystem restoration construction project. The anticipated project would restore approximately 46.2 acres of tidal wetlands, 25.0 acres of non-tidal wetlands, and 72.6 acres of native upland habitat; enhance approximately 7.1 acres of existing wetland and upland habitat through invasive-species removal and native planting; and construct public amenities including trails, overlooks, bird blinds, viewing hills, and a restroom. The anticipated project magnitude is $100 million to $250 million, with construction expected to last approximately 1,686 calendar days after notice to proceed. Respondents should address comparable projects, skilled-labor availability, scheduling, labor-management considerations, costs, small-business utilization, and the potential benefits or drawbacks of a PLA.
