The Naval Facilities Engineering Systems Command, Hawaii is conducting market research to identify potential suppliers for Programmable Logic Controllers (PLCs) and Input/Output (I/O) Modules that offer equivalent performance and listing/approval requirements to the Allen-Bradley ControlLogix 5580 (1756-L83E) PLC, Allen-Bradley Flex 5000 IO module (5094-), and Rockwell Automation Studio 5000 programming software. The objective is to find compatible alternatives for the existing Allen-Bradley MicroLogix 1400 PLCs at the Fort Kamehameha WWTP SCADA system, which are nearing the end of their lifecycle. Proposed products must integrate seamlessly with the current SCADA system, meeting cybersecurity and standardization requirements, including maintaining continuous operation during controller failure and supporting failover. The system must be microprocessor-based, capable of receiving and controlling binary and analog inputs/outputs, and performing data handling and communication. Key hardware requirements include a modular, field-expandable design with a central processing unit (CPU) module, power supply module, and Ethernet communications, supporting Removal and Insertion Under Power (RIUP). The CPU module must offer robust processing capacity and network time synchronization. Communication architecture should support peer-to-peer communication over industrial Ethernet and allow for local or remote programming. Power supply modules must operate on 120 VAC and withstand power loss for at least 20 milliseconds. I/O modules must interface with field devices, feature LED indicators, and support configurable per-channel detection for analog signals. Program storage requires non-volatile memory for the operating system and user programs, with no more than 50% memory utilization. The system must support analog and binary inputs/outputs with optical isolation and heavy-duty terminal blocks. Advanced diagnostics for hardware, software, memory, and I/O modules are required, ensuring that module malfunctions affect only the affected hardware. Analog I/O modules must have an accuracy of plus or minus 0.1 or 0.25 percent of full-scale span. The Original Equipment Manufacturer (OEM)-native engineering and configuration software environment is required, prohibiting third-party bridging tools.
