Description
This solicitation is for cable television and high-speed internet services for Commander Pacific Fleet (CPF) located on Joint Base Pearl Harbor Hickam (JBPHH). The contract will be for a period of performance from July 1, 2026, through June 30, 2027. The services include providing hard-wired multi-channel video cable TV and high-speed internet services. Specific requirements detailed in Attachment 1 include various internet speeds (1G, 500M, 100M) and Fiber Connect Plus Deluxe services with associated service charges, to be delivered to multiple endpoints across the JBPHH and Makalapa compound. The requirement also includes five dedicated public access channels for originating and distributing mission-essential military public affairs programming. This is a sole-source solicitation, as Spectrum TV is identified as the only qualified provider capable of delivering both cable television and internet access through secure, hard-wired fiber optic connections to all required areas within the U.S. Pacific Fleet compound. This infrastructure is critical for maintaining operational security and meeting stringent security protocols. Existing government-approved infrastructure is exclusively owned and maintained by Spectrum, and modifications or new installations are restricted due to historical district regulations.
