Description
The National Oceanic and Atmospheric Administration's (NOAA) Acquisition & Grants Office intends to negotiate and award a non-personal services purchase order, on a sole source basis, with Damitz Bradley Scott to provide consultant services for the Tomales Bay Vessel Management Plan, Mooring Program, and Eelgrass Monitoring and Restoration Project. This is a follow-on effort to previous contracts and represents the next phase of the Tomales Bay Vessel Management Plan implementation. The required services necessitate at least 10 years of combined experience in marine resource protection or management with a focus on estuaries or the nearshore, environmental impact analysis, and regulatory planning and review. The consultant must demonstrate knowledge of the National Marine Sanctuaries Act and the Greater Farallones National Marine Sanctuary's management plans, as well as experience with NEPA and/or CEQA-compliant documents. Specific expertise is also required in vessel management, mooring designs and materials, and estuarine resource management and/or eelgrass restoration. The period of performance includes a base year with 400 hours, Option Year 1 with 325 hours, and Option Year 2 with 255 hours.
