Description
NASA/GSFC intends to procure satellite laser ranging (SLR) services from the University of Hawaii. This sole source contract will cover the operations, maintenance, and calibration of the NASA Transportable Laser Ranging System (TLRS-4). Additionally, the contractor will support the planning, installation, and operation of new NASA geodetic stations as part of the NASA Space Geodesy Network (NSGN). The primary objective is to produce observations for the International Terrestrial Reference Frame (ITRF) with high accuracy and stability. The scope includes SLR operations at the Haleakala Observatories in Maui, Hawaii, for continuous collection and verification of satellite ranging data. The contractor will also be responsible for maintaining and calibrating the TLRS-4, selecting and training qualified personnel, and staying current with the latest SLR methods and procedures. Furthermore, the contract includes support for the implementation, maintenance, and local operation of new next-generation SLR and GNSS stations, as well as a Vector Tie System at the Haleakala site. This involves tasks such as equipment receipt and checkout, facility development planning, site investigations, permit coordination, equipment installation, training, testing, commissioning, and ongoing local operation and data analysis.
