Description
The contractor shall provide all personnel, management, supervision, transportation, and equipment necessary for one scheduled daily run transporting laboratory specimens between Holloman Medical Group at Holloman Air Force Base, New Mexico, and William Beaumont Army Medical Center at Fort Bliss, El Paso, Texas. The route is approximately 85 miles each way and includes nearby clinics and departments. Service is required Monday through Friday, excluding federal holidays and designated down days, with specified afternoon pickup windows. The contractor must maintain specimen accountability and protect patient information, including personally identifiable information and protected health information, while complying with applicable civilian transportation standards, the Privacy Act, and HIPAA requirements. Personnel must speak and write English fluently, hold valid U.S. driver's licenses, obtain access to military installations, wear identifiable company clothing and badges, and provide a backup plan for absences, vehicle breakdowns, accidents, and other service interruptions. The solicitation is a total small-business set-aside and provides for a 12-month firm-fixed-price service period from September 14, 2026, through September 13, 2027, with possible extensions under the applicable option clauses.
