The City of Norwalk is processing Director Approval Request No. 2026-06 and Conditional Use Permit No. 2025-02 to allow the establishment and operation of an indoor recycling facility (buyback center) within an enclosed 1,725 square foot building located in an existing 4.16-acre shopping center at 10921 Rosecrans Avenue, Norwalk, CA. The project is categorically exempt under CEQA Class 3 (Section 15303).
