The City of Charlotte, through Charlotte Water, is soliciting sealed construction bids for Phase 1B Part 1 of the Mallard Creek Wastewater Reclamation Facility solids-handling improvements. The scope includes spiral heat exchangers; recirculation, sludge transfer, feed, and hot-water feed pumps; gas treatment; rehabilitation of the waste biogas flare; a new e-house; a new boiler building and boilers; and improvements to the digester building. Digester building work includes trench drains, doors, guardrails, handrails, a hoist, concrete repairs, HVAC, water piping, and vents. Bid security is required in accordance with the Instructions to Bidders. The project has a 2% Small Business Enterprise established goal, and interested firms must submit an Information Security Agreement unless one was submitted within the previous five years. A mandatory hybrid pre-bid conference is scheduled for October 6, 2026.
