Description
The Kentucky Department of Juvenile Justice (DJJ) is seeking information from vendors regarding the planning, development, and delivery of high-acuity mental health treatment services for juveniles in its custody. The RFI is issued pursuant to House Bill 500 and aims to assess feasibility for a secure residential treatment facility that would provide inpatient psychiatric care and behavioral modification services for youth with severe mental illness or aggressive behaviors. DJJ has conducted preliminary studies, including a conceptual design for a 16-bed psychiatric unit with an 8-bed stabilization unit, estimated at $34.75 million. The RFI explores multiple operational models, including state-owned and operated, co-managed with a private healthcare provider, or privately owned and operated. Vendors are asked to provide information on their firm, experience with evidence-based practices, Medicaid reimbursement, cost estimates, and timelines. Responses are due July 15, 2026, and must be submitted electronically via the Kentucky Vendor Self-Service site.
