Description
The Federal Bureau of Prisons (BOP) is seeking proposals for Residential Reentry Center (RRC) services, including in-house RRC beds and Home Confinement services for male and female federal offenders. The services are to be provided within the city of Williamsport, surrounding boroughs, and townships in Pennsylvania, with a Home Confinement radius of 150 miles from the RRC facility. The contract will be an indefinite delivery, indefinite quantity (IDIQ) type with firm fixed unit prices. The RRC requirement includes a maximum of 20 beds (16 for males, 4 for females) for the base year and four option years. The Home Confinement requirement is for a maximum of 10 placements for males and females over the same period. The BOP intends to award both line items to a single provider. Services must comply with the BOP's "Residential Reentry Center, March 2022 SOW." Key aspects of the SOW cover facility administration, personnel qualifications, life safety, sanitation, electrical safety, hazardous materials, pest control, referral and intake processing, programs, home confinement, security and accountability, discipline, administrative remedy, food services, medical services, records and reports, release procedures, escape procedures, and research and evaluation. Key personnel requirements include an RRC Director with a four-year degree and experience, an Employment Placement Specialist, and Case Managers. Staff must undergo background checks and receive specific training. The facility must meet various health, safety, and environmental standards, including those from NFPA and OSHA. Residents will receive orientation, case management, and access to employment assistance programs. Drug and alcohol testing, searches for contraband, and disciplinary procedures are also detailed within the SOW.
