Description
The U.S. Army Engineer District (USACE), Louisville, intends to award a sole-source contract for the complete modernization of the elevator located in the control tower at Taylorsville Lake, Taylorsville, Kentucky. This project requires furnishing all personnel, labor, equipment, supplies, and materials necessary to replace and upgrade the elevator's critical electrical and mechanical components, including the controller, hoist machine motor, governor, and all related parts. The period of performance is 365 days from the notice to proceed. This requirement is being considered for sole-source award due to the unique expertise of the original installer, who possesses exclusive knowledge of the elevator's legacy components and configuration. Previous competitive solicitations were unsuccessful, and a prior award was terminated for convenience. Using another contractor would necessitate significant redesign, compromise safety, and increase costs, as the elevator is critical for essential dam machinery maintenance.
