Description
The University of New Mexico seeks a contractor to develop a sequenced, multi-year implementation plan for the New Mexico Health Security Plan and related cost-containment measures. The work includes a healthcare spending baseline; a roadmap organized around near-, medium-, and longer-term implementation tranches; funding analysis; and recommendations on data governance, health office design, prior authorization, provider credentialing, Medicaid administrative costs, pharmaceutical purchasing, financing, and plan design. The plan must address dependencies, staffing and capacity, funding sources, and stakeholder engagement, including consumers, patients, and community-based organizations. The contractor must also prepare an interim package of legislative concepts for the 2027 session, including administrative cost-reduction proposals and a Health Security Trust Fund Act, plus a pharmaceutical purchasing pilot concept if supported by the assessment. Deliverables include the interim legislative package, a healthcare spending baseline report, the sequenced implementation plan, supporting analyses, briefings, and transition materials. The stated project budget is $650,000, inclusive of fees, expenses, and applicable gross receipts tax; proposals must explain which tasks and deliverables can be completed within that budget.
