Description
The City of Norwalk is soliciting applications from organizations capable of delivering social services to residents through its Community Development Block Grant (CDBG) program for the 2027–2028 program year. Eligible activities may include job training, homeless prevention, substance abuse treatment, legal services, health and medical services, afterschool programs, senior services, and domestic violence services. Social service activities are subject to a 15% cap on the City's annual CDBG grant, and proposed activities must meet CDBG eligibility requirements and benefit low- and moderate-income residents. The minimum proposed activity threshold is $20,000, and applicants may not request more than 25% of their organization's budget. The application package includes a project narrative, operational budget, conflict-of-interest questionnaire, application certification, and supporting organizational and financial documentation. Applications are evaluated for completeness, activity eligibility and community benefit, outcomes, organizational capacity, and budget. Grant recipients must provide quarterly reports and maintain required client and financial records. Insurance documentation is required before agreement execution, not with the application.
