CITY OF GARY, INDIANA COMMUNITY DEVELOPMENT DEPARTMENT PUBLIC NOTICE REQUEST FOR QUALIFICATIONS (RFQ) GARY 1ST PILOT PROJECT – RESIDENTIAL INFILL DEVELOPMENT The City of Gary Community Development Department is seeking qualifications from experienced residential developers, builders, and development teams interested in participating in the Gary 1st Pilot Project, a neighborhood revitalization and homeownership initiative. The project will support the development of new single-family homes on City-owned properties located in the Holy Angels Neighborhood / Borman Square Park Area. The initial phase includes eleven (11) City-identified residential parcels. The City has partnered with the University of Notre Dame and Carriage House Studios to establish approved residential housing designs and architectural renderings for the project. Selected developers will be expected to construct homes in accordance with the City's approved plans, specifications, and applicable requirements. RFQ PACKET AVAILABILITY Request for Qualifications (RFQ) packets will be available for pickup beginning Thursday, October 22, 2026, at the following location: City of Gary – Community Development Department 401 Broadway, Suite 100 Gary, Indiana 46402 Packets may be picked up Monday through Friday, between 8:30 a.m. and 4:30 p.m. SUBMISSION DEADLINE The deadline for submitting completed RFQ packets is: Monday, November 9, 2026 Interested developers are responsible for reviewing the RFQ packet for complete submission requirements, qualifications criteria, and instructions for submitting their responses. PRE-BID MEETING The City of Gary will hold a pre-bid meeting for interested developers to review the project, ask questions, and obtain clarification regarding the approved housing designs, architectural renderings, and project requirements. The date, time, and location of the pre-bid meeting will be provided in the RFQ packet. Interested developers are encouraged to review the meeting information and participate.
