Description
Cook County seeks a contractor to collect and process recyclable paper materials from designated County locations. Materials include old corrugated containers, sorted office paper, white and mixed paper, newspapers, magazines, and books. The contractor must provide the labor, vehicles, containers, scheduling, customer service, and processing needed for the service, and provide proof of destruction for all paper within five business days. The contractor must submit monthly collection reports and revenue statements, make quarterly payments to the County based on the specified paper price index and the bid percentage, and provide quarterly performance meetings. Bidders must provide at least two references for large institutional clients, demonstrate at least two years of recycling-services experience, list clients served in the past two years and proposed transfer and disposal sites, and submit copies of required state and transportation licenses and equipment-compliance documentation. The contract is for three years, with one two-year renewal option. The County will award the contract to the responsive bidder offering the highest revenue percentage to the County.
