Description
The Federal Emergency Management Agency is soliciting a contractor to provide quarterly HVAC preventive maintenance, non-routine service callouts, government-approved repair support, and an initial system assessment and equipment inventory for its Pacific Area Office. The scope includes four quarterly preventive-maintenance visits during the base period and corresponding option periods; inspection, cleaning, filter replacement, condensate and drain-line checks, operational testing, troubleshooting, diagnostics, and service reporting. The contractor must furnish all labor, supervision, tools, equipment, routine materials, filters, consumables, permits, licenses, insurance, and incidentals. Corrective repairs, replacement work, and other work outside the preventive-maintenance scope require prior written Government authorization and a written cost estimate. The initial assessment and equipment inventory will be performed during the same mobilization as the first quarterly maintenance visit, generally within seven calendar days after award. Offerors must price all base and four option-year CLINs, including regular-hours and after-hours HVAC technician rates, and submit a technical approach, staffing information sufficient to demonstrate capability, and proposed subcontractor information if applicable. The procurement is a 100% small-business set-aside using a lowest-evaluated-price technically acceptable evaluation. Personnel must satisfy applicable FEMA and Fort Shafter access, citizenship or lawful-permanent-resident, background-screening, and credentialing requirements.
