Description
The Defense Health Agency intends to award a sole-source, firm-fixed-price Blanket Purchase Agreement for Collaborative Assessment and Management of Suicidality (CAMS) training and consultation services supporting Tripler Army Medical Center. The requirement includes CAMS Foundation certification, CAMS-Brief Intervention role-play workshops, official Suicide Status Form chart-adherence fidelity evaluations, curriculum licensing, fidelity audits, and certified internal trainer credentials. The notice identifies CAMS-care, LLC as the sole proprietor and intellectual-property holder for the CAMS Framework, Suicide Status Form, and CAMS-Brief Intervention curricula. The ordering period is five years, from September 30, 2026, through September 29, 2031. This is a notice of intent to sole source rather than a request for competitive proposals; interested vendors may challenge the sole-source basis by submitting a capability statement containing management and technical data and cost information, limited to six pages using at least 10-point font.
